数字素养是数字化时代必备的基本素养。领导干部的数字素养就是领导干部在遵循数字公共伦理基础上，利用数字技术整合公共资源，协调公共关系，解决公共问题，实现公共利益所需具备的数字知识和数字能力。新时代对提升领导干部数字素养具有多重效应，既为提升领导干部数字素养提供新契机，也为提升领导干部数字素养提供新视野，同时也为提升领导干部数字素养提供新思路。新时代领导干部的数字素养框架可涵盖如下数字能力：数字信息获取能力、数字信息交往能力、数字内容创建能力、数字安全维护能力、数字伦理治理能力。新时代领导干部数字素养普及与提升的策略主要是：更新领导干部数字素养的思想观念，创新领导干部数字素养的培训方式，加强领导干部数字素养的自我培养，建构领导干部数字素养的考评体系，营造领导干部数字素养的环境氛围。
Digital literacy is essential in the digital age. The digital literacy of leading officials refers to their digi? tal knowledge and abilities to integrate public resources and coordinate public relations, so as to solve the related problems, and to realize common interests on the basis of digital public ethics. In the new era, the digital literacy of leading officials takes effect in providing new opportunities, new visions and new ideas, which covers the ca? pabilities in digital information acquisition and communication, digital content creation, digital security mainte? nance, and digital ethics governance. The strategies to popularize and improve the digital literacy are mainly: up? dating the ideas and concepts, innovating the training methods, promoting the self-cultivation, constructing the evaluation, and creating an environmental atmosphere of digital literacy of leading officials.
