From the sub-level, the national discourse capability in? cludes six basic sub-capabilities: the discourse competence of the party and state leaders, the discourse compe? tence of the party and state institutions, the discourse competence of the state media, the public discourse com? petence of the general public, the capability to translate the national discourse into foreign languages, and the ca? pability to manage the strategic affairs of the national discourse. From the perspective of the construction of na? tional discourse capacity, the strengthening of international communication of Xi Jinping thought on socialism with Chinese characteristics for the new era can be achieved from three dimensions. From the perspective of op? portunity dimension, the discourse capability of the party and state leaders is relatively high.
