The development of independent colleges in China has always been in an awkward period. Although it has conditional support from the Ministry of Education,it also faces much controversy. The transition path to regulate the development of independent colleges proposed by the Ministry of Education is like“Hobson's Choice”Although there are many possibilities,the choices are very limited,therefore,new practices and breakthroughs are urgently needed.Despite Zhejiang University Ningbo institute of Technology and Zhejiang University City College are independent colleges,they are both supported by Zhejiang University and the local government.Besides,the two colleges have achieved remarkable results and been widely recognized.Their practices are on the way of transforming into public colleges, which has significant enlightenment on the transition of other independent colleges in China.
