Abstract:A primary characteristic concerning Asian space cooperation is observed as the“competition of dominance”. The main space-faring countries in this region,e.g.,China and Japanare actively taking measures to expand cooperation scale dominated by them to confirm the advantages in the competition. In the context of“Belt &Road(B&R)”construction,a“space initiative”has been gradually created, which provides opportunities for China to dominate space cooperation in Asia,as well as demands the change of role by Asia-Pacific Space Cooperation Organization(APSCO). As an organization sponsored by China. APSCO is concerned a participant of the Space Information Corridor(SIC),however,several legal issues are desired to be addressed: when acting as a co-builder of relevant SIC programs,a coordination between APSCO Member States and the other B&R countries is required to ensure a balance of sharing; moreover. APSCO itself needs to confirm a reasonable“win-win”result to its Member States.When providing serv ices in the SIC contextAPSCO is demanded to address the profits in accordance with its Convention and establish an institution of management when necessary.
