With the rapid development of China’s civil aviation transportation industry,it also faces the challenges of passenger mass emergencies because of the flight delays.Under the situation of flight delay, the behavior of airlines and passengers is in line with the hypothesis of evolutionary game theory and a dynamic game model can be constructed. As the two sides of the game, airlines and passengers adjust theit strategies through continuous learning in order to maximize their own interests and eventually form a certain equilibrium state. From the perspective of maximizing social benefits, improving the relevant administrative regulations and risk sharing mechanism should be the necessary means to deal with passenger mass emergencies.
