It is of great significance to explore the construction of service -oriented government and the reform of its employment mechanism to improve the creativity of civil servants by studying the government and public organizations from the perspective of organization exchange theory. Based on the theory of leader-subordinate exchange (LMX) and team-member exchange (TMX),221 questionnaires in a certain city were taken as samples to analyze the impact of the interaction between LMX and TMX on the creativity of civil servants. The result shows that leader-subordinate exchange, team-member exchange and their interaction have a significant positive impact on the creativity and internal motivation of civil servants, and internal motivation has a complete mediating effect on their interaction.
