The rapid development of civil UAV is in urgent need of legal regulation. The basic problems of civil UAV legal regulation includes regulation subject, principle, content, system, etc. Regulation subject needs clarification and coordination. The important regulation principles are paying attention to both control of safety and freedom of flying, balancing regulation and industrial development, emphasizing social interests, and coordination. Civil UAV legal regulation is divided into dynamic law regulation and static law regulation.
