The concepts in Lv Shi Chun Qiu highlight the indispensability of morality. By reflecting on the governance tradition of “stressing laws whereas neglecting morality as well as people’s lives”developed by the Kingdom of Qin in its long history, the book recognizes deeply the fundamental role and priority in all the governance factors. Lv Shi Chun Qiu transformed and substituted “matching the heaven with morality” with “following the heaven and the earth”, with its notion of “obeying the people to be supported by them” as a direct heritage from Mencius’ People as the Foundation concepts, forming the key canon of moralityoriented governance concepts handed down. Its moralityoriented governance concepts have important inspiration to the governance modernization of contemporary countries.
