Green development concept is the core content of the national economic and social development during the 13th FiveYear Plan period as well as the deep innovation of the Marxist ecological theory concerning the law of social and economic development in Chinain the new period. The implementation of green developmentconcept demands correctly understanding the philosophical basis of green developmentconcept, exploring from the perspective of practice the dilemma that green development concept is confronted with, namely, “ideological misunderstanding, contradictions in the governance subject, unbalance in policy implementation, and highlights in the realistic problems”. On the basis of the principles of “innovation, coordination, sharing, and modernization”, the practical mechanism should be implemented of “perfecting the green law system, promoting green publicity and education, strengthening the supervision of green mechanism, and promoting green science and technology innovation”, so as to promote the construction of China's ecological civilization and to achieve China's green modernization.
