    摘要:

    权力是制度改革的重要影响因素,在新公共管理运动的背景下,美国高校的终身职制度开始进行改革,其更多的体现以学术权力为主导。从发展趋势来看,以竞争为根本特征、以权力制衡为导向、重视制度的规范及利益相关者参与、教学学术地位上升的制度模式成为教师终身职制度改革的主要趋向。在当前背景下,借鉴美国高校的终身教职改革,完善教师聘任程序及方式、构建弹性化的晋升模式,对推进我国高校教师聘任制改革具有重要的意义。

    Abstract:

    The authority is an important factor in reform process. In the context of the new public management movement, the United States began to reform tenure system, with its operation mainly guided by the academic authority. In terms of the development trend, the tenure will be continuously reduced and the competition and power balance will become the fundamental features. Meanwhile, the system standardization, the stakeholder participation and the status of teaching scholarship will be increased, becoming the mainstream in the near future. In the current situation, perfecting the faculty appointment procedures and building a flexible promotion model by drawing lessons from the tenure reform of American Universities are of vital importance in pushing the faculty employment system in China’s universities.
