Rousseau’s citizenship education thoughts reflect three kernels: natural person education, moral citizenship education, and free citizenship education. As integrity of natural and social quality, human being possesses a multiple identity as an independent individual, moral individual, and social citizen. The inherent demand for personal development and the external environment in which he lives determines and constitutes education integrity. Modern citizenship education needs to pursue the value propositions of education in terms of human being itself and the relation between human and society. Citizenship education should be based on the natural development of human being. Its practical standpoint is the identity of national core value. Moral practice is the best channel of citizenship education. Its kernel content is liberal education and the development of plastic capacity of social environment.
