Particularity of construction of independent colleges' statutes is determined by the particularity of their development, investment sources, and internal governance model. Due to the insufficient understanding of the particularity, the statutes formulated upon establishing the independent colleges are flawed by such problems as ambiguous formulators, unstandardized formulating procedures, incomplete content, and deficient guidance for the practice. To build modern college system favorable for the development of independent colleges, in the new round of statues construction, besides solving existing problems, independent colleges should clarify value orientation, improve corporate governance structure, and specify their internal management system and operation mechanism based on the nature of their property rights.
