Network public sphere, born in the reform of the traditional information media, is the extension and expansion of the public sphere theory initially proposed by Jürgen Habermas, who analyzed the network public sphere from the prospective of several political dimensions. In the dimension of technology, it is the structural transformation of public sphere under the Internet background; in the dimension of right, it is a new platform for the netizens to express their interest appeal and participate in the discussion of public affairs; in the dimension of power, it reflects the effective involvement of public power in the net work public sphere. In the dimension of governance, the governance of network public sphere demands the transformation from government control to consultative governance. In recent years, with the enhancing public awareness of political participation, the network public events have emerged endlessly. However, the laws and regulations are insufficient for restraining the network public sphere. Consequently, the consultative governance of the network public sphere can be conducted by establishing a platform for consultative governance，enhancing the construction of the network ethics, forming the cultural atmosphere of consultative democracy, and improving the system of consultative governance.
