Since ancient times，justice has always been the primary value idea of constructing social system and the realistic goal pursued by people relentlessly. The solution of social problems depends on the innovation of the mode of democracy. The citizens’ urgent desire of political participation and the formation of multiple governance pattern demand that the government achieve the citizens’ equal political status and balanced interest. Consultative democracy, with justice as the core concept, aims at achieving equal participation of the subject, extensive consultative platform, fair negotiation procedure, open decision-making agenda and impartial institutional guarantee. It gives full play to the citizens’ capability and quality of free expression, rational dialogue, and tolerating differences’ truly adheres to and carries forward the basic concepts of socialist democracy, and responds in nature to the practical demand of justice for the reform of democracy model.
