Public reason is conducive to create the political culture of equality, justice, freedom, rule of law, rationality, tolerance, trust, and friendliness. It is not only the political and psychological basis of the socialist consultative democracy, but also the source for its continuous development and progress, as well as the catalyst for the realization of governance modernization. In modern pluralistic society, deliberative dialogue should be based on the principle of justice, put public interest as the goal, carry out public consultation and rational discussion through dialogue to achieve a change of preference, rational cooperation, and common governance of public affairs.
