Under the perspective of comparative academia, the fundamental understanding of the subject consciousness in contemporary China’s consultative democracy needs to be based on a correct understanding of subject consciousness and the“relations”to which it is attached. Given this, it can be seen that the factual obstacles to the publicity of subject consciousness is the missing subject"，winner take-all, and the gap bet ween discourse system of subject consciousness expression. Accordingly, the protection of vulnerable groups must be strengthened because only the “subject” can have “consciousness”; fair system must be set and complied with, which is the basis of subject consciousness; the coincidence and communication among the three discourse systems must be facilitated, which is a basic channel of expressing subject consciousness.
