Open Access Publishing is a new mechanism different from the traditional academic dissemination. Its core character is to provide the service of academic information and research using the internet free of charge for users under the condition of respecting rights of authors. It was launched by the international community of science and technology, academia, publishing, information dissemination in order to promote scientific research using free communication network movement. This paper analyses the basic features of the open access publishing mode, expounds the present situation of Chinese science and technology development and research of open access journals, domestic development ideas, and strategic mode.
