Lianyungang City is at the connection of new Eurasian Continental Bridge Industrial Zone,the A-sia Pacific Economic Circle,Bohai Bay Economy Circle, and the Yangtze River Delta economic circle. By including Lianyungang City's access to “One Belt and One Road” strategy into the vision of national value chain construction, this paper, in the two “coreperiphery”patterns, raises a three-level space logic structure for Lianyungang to access “One Belt and One Road”strategy: on macro level, achieving inter-city interaction, inter-port interaction, and city-port interaction; on medium level, achieving port-industry interaction; on micro level, achieving inter-enterprise interaction. In view of constructing “hub type”specialized market and fostering “main chain” enterprise, this paper analyzes the key paths for Lianyungang to access “One Belt and One Road”strategy: constructing vigorously policy experiment and humanities exchange market, trade logistics market, and regional technology transfer and trading market, displaying full the functions of core enterprises, and enhancing the quality and quantity of “main chain” enterprises.
