With the national incubators of three provinces as samples, the paper sets up the construction of the evaluation index system of the development of science and technology incubator from stakeholder perspective. The results showed the different characteristics and certain defects of the development of Jiangsu science and technology business incubator. In order to improve the overall science and technology incubator level of the Yangtze River Delta area, the regional incubators collaborative development must be promoted by learnning from each other, innovating incubator system, absorbing each other's advantages, enhanncing the network construction of science and technology innovation and entrepreneur in the Yangtze River DDelta.
