Consequently, the maintenance of maritime rights and interests is facing a very serious and complicated situation. The ocean maritime rights disputes between China and its neighbors have a profound and complicated background. Currently, the maintenance of maritime rights and interests and the construction of marine power must adopt the following strategies: to develop marine development plan, to accelerate the development and utilization of marine resources, to intensity marine law enforcement, to strengthen the practical control over the islands, to adhere to peace talks based on the “bottom line”, to strengthen marine military power, and to ensure the strategic deterrence.
