People's jury selection system, the basis for the operation of people's jury system, is the first procedure to achieve judicial democracy, judicial fairness, and judicial justice, whose effective operation can safeguard the realization of the political value and the juridical value of people's jury system. However, the selection system of people's jury failed to operation soundly because of the confusion of value orien- tation and the separation of system design away from social practice. Consequently, the selection scope is narrow, the selection main body is unitary, and the selection procedure lacks universality. The effective implementation of the system need to be rooted in China's social difference sequence pattern, face the gap between urban and rural areas, re-clarify the value of the system, and promote the reform and perfection of the selection system.
