    大型公共活动人群拥挤踩踏已成为当代各国公共安全事故灾害类型之一。基于模糊综合评价法的风险评估有助于解决安全事故中影响因素多指标的复杂性问题。在国内外人群拥挤踩踏事故研究基础上,依托德尔菲法和模糊综合评价法建立了一个风险预评估模型,采用基于加权平均算子的模糊数学方法得到踩踏风险评价的结果集,并以上海"12·31"踩踏事件为例进行综合分析。实例研究表明,模糊风险评估获得的等级结果与实际安全状况吻合,公共活动安全风险评估应当建立主、客观相结合的综合评判思路。

    Abstract:

    Stampede accident in large public events has become one of the contemporary public security disasters. The fuzzy comprehensive evaluation method of risk assessment is helpful to solve the complex problem of multi-factors for safety accident. On the theoretic exploration of crowded stampede both at home and abroad, the paper established a risk assessment model by the Delphi method together with fuzzy comprehensive evaluation tool obtained from fuizzy mathematics method based on weighted average operator, and then analyzed comprehensively “12·31” stampede event in Shanghai. Study showed thnat the evaluation grade coincided with the actual safety situation, and the public safety risk assessment should be relied on by combining the subjective and objective evaluation methods. This method provided a quantitative analysis path for early warning against stampede in large public activities, and it could serve as a critical reference for mass activity risk management.
