Abstract:The reform of community management institution is the concrete practice at the local level in response to the top system design of “social management innovation". The enhanced acceptance of “commurnity system" promotes the community transferring from “state controlled unit" towards “local management unit", and a dozen of guiding urban community management innovation models emerge during the localized community practice wave, making it a pioneering issue within the domain of community study. This research takes “community governance effectiveness" as the theoretical analyzing instrument, and conceptualizes it into “community organization framework”,“interactive relationship between government and community", and “community participation” as three conceptual dimensions. Based on the purposive sampling,the community management framework featured by the “party-committee-station" of M community in Nanjing is selected as the representative case among the urban community practices in the range of East China. The overall research goal, on the one hand, is to analyze the governance framework's operative mechanism and governance effectiveness under certain “specific” community context, induct the models' application in the surrounding areas, and formulate the “ripple effect” of generalizing the entirety via representative sections. On the other hand, this research aims at generating the “community-based theories of middle range” under the perspective of “micro sociology”, and utilizing the practical advantage of “micro community study” in grounding within the localized evidences to actualize the academic “transcendence" of combing the “theoretical analysis” with the “practical knowledge” altogether in the applied sociology.
