As the core of Scientific Outlook on Development, the people-oriented thought should become an important feature and the guiding principle of the system construction of university. According to the people-oriented thought, university should grasp the relationship between “people” and “matter”,“someone' and “everyone”, “current interests” and “long-term interests” in strengthening the system construction. What is more, university should highlight the system construction of justice, democracy, service and incentive. In the system construction design, the people-oriented thought should run through each link, sucha as design, formulation, implementation, and supervision.
