Abstract:Restraining the uncivilized behavior of passengers is essential to ensure the safety of civil aviation. There are broad and narrow senses of uncivilized behavior of passengers. Some are suspected of forming criminal offences, some constitute administrative violations, and some are moral. The uncivilized phenomenon of civil aviation passengers is very prominent in China today. The main reason lies in the lack of passengers’knowledge about civil aviation. Most of them are lack of good travel habits and need to improve their sense of law. Other reasons include the facts that the social credit system has not yet been fully established, the rule of law environment needs to be optimized and the civil aviation transportation services need to be improved. China’s civil aviation safety management is facing a new normal. It should uniformly define and classify passengers’uncivilized behavior, increase the legal restraint of uncivilized behavior, enhance the service of civil aviation transport carriers, and improve the civil aviation passenger blacklist system.
